What is a PRRO and how to connect it in 2026
Software fiscal registrars (PRRO) have become the standard for most Ukrainian businesses. If you are opening a store, café, or online business in 2026, you need to sort out the PRRO before making your first sale. In this article, we explain in simple terms: what it is, how it differs from a hardware fiscal registrar, how to choose a service, and how to connect step by step without facing fines.
What is a PRRO in simple words
A PRRO is a program that performs the functions of a cash register. It generates fiscal receipts and transmits sales data directly to the servers of the State Tax Service (STS) via the internet. Instead of a physical cash register, you use a smartphone, tablet, laptop, or POS terminal with the application installed. Each receipt receives a fiscal number from the STS, and the buyer can verify it in the Electronic Cabinet using a QR code.
The legal basis is Law of Ukraine No. 265/95-VR on the use of fiscal registrars in the field of trade and orders of the Ministry of Finance, in effect as amended for 2024-2026. A PRRO has the same legal force as a traditional cash register and likewise obliges you to comply with cash discipline.
Who is required to use a PRRO
Since 2022, the requirement to use a fiscal registrar or PRRO has extended to almost all sole proprietors who are single tax payers, except for group 1 and certain types of activity. If you accept payment in cash or by card for goods or services, in the vast majority of cases you need a PRRO. This applies to stores, cafés, hairdressers, auto service shops, online stores, and even mobile trade.
PRRO vs. hardware fiscal registrar: key differences
- Cost. A hardware fiscal registrar costs from 6000 to 15000 UAH plus service center maintenance. Many PRRO services have a free plan or cost from 0 to 300 UAH per month.
- Registration. A hardware fiscal registrar must be physically taken to a service center. A PRRO is registered online through the Taxpayer's Electronic Cabinet in just a few minutes.
- Flexibility. A PRRO works on any device with internet access. You can have several registers at one location without additional equipment.
- Internet dependence. A PRRO requires connectivity, but it has an offline mode: you can work without internet for up to 36 consecutive hours and no more than 168 hours per month; receipts are transmitted once the connection is restored.
- Servicing. A hardware fiscal registrar requires a service center contract; a PRRO does not.
Overview of popular PRRO services
Checkbox
One of the most popular services in Ukraine. It offers a convenient app for Android and iOS, a web cabinet, and an API for integration with accounting systems and online stores. It suits both a single location and a chain. There is a free trial period and monthly billing. Its strengths are stability and broad equipment support.
Vchasno Kasa
A product of the Vchasno ecosystem that integrates well with electronic document management. It suits businesses already using Vchasno.EDO. Convenient for retail and the service sector, it has a clear interface and flexible pricing.
SmartKasa
A solution focused on easy setup and operation from a smartphone. It is often chosen by small stores, sole proprietors, and mobile traders thanks to minimal equipment requirements — a phone with internet is enough.
How to choose a PRRO service
- Business type. For a takeaway café, a smartphone with SmartKasa is enough. For a supermarket, you need PRRO integration with a POS system and a barcode scanner.
- Number of registers. Check how each additional register is billed.
- Accounting integration. If you keep your books in BAS or 1C, choose a service with a ready-made API or integration module.
- Equipment support. Whether it works with your fiscal printer, cash drawer, and scanner.
- Technical support. How quickly you will get help if the register goes down during peak hours.
Step-by-step PRRO setup
- Obtain a qualified electronic signature (QES). A QES from a bank, Diia.Signature, or an accredited center will work.
- Register your business unit. In the Taxpayer's Electronic Cabinet, submit form 20-OPP with the details of your point of sale.
- Register cashiers. Submit a notification about the persons who have access to the PRRO.
- Register the PRRO itself. Submit an application using form 1-PRRO — the STS will assign a fiscal number.
- Install the application. Download the service of your choice, log in with your QES, open a shift, and process the first test receipt.
Common mistakes
- Forgetting to close the shift at the end of the day — this is a violation of cash discipline.
- Not tracking the offline mode limit and exceeding 168 hours per month.
- Not submitting the Z-report because they mistake a PRRO for a simple calculator.
- Not giving the receipt to the customer — substantial fines are provided for this.
